Yes, it is permitted to use such external products if they contain alcohol—as this is invariably synthetic alcohol and not ‘wine.’ As for consuming alcohol, in any form, it is strictly forbidden except when it is in medicine or simply incidentally present (as opposed to being a ‘sought after’ ingredient).
