Witr Prayer: Takbir of Dua-e-Qunoot

Question:

How does one lift the hands when the takbir of dua-e-qunoot is done. I have seen two ways:
1) the hands are taken straight up to the earlobes then folded again.
2) the hands are let loose down the side for a split second then taken up to the earlobes and then folded again.
Please state the optimum way of carrying out the process.

Procedure 1. (i.e. the hands are taken straight up to the earlobes then folded again) is the way it should be done.
